I'd implement severe punishments. Cell phones can be used in the hallways and at lunch, if seen texting in class you get written up or fail a quiz or whatever. You should be allowed to have them but if they impede learning they're not worth it.

Some bad news, I've been using your TI-83 with drug wars on it since 9th grade. I used to play that game all the time, cocaine from Columbia, then just wait till there's a big coke bust anywhere else. Though, I regret to inform you that it's gone now. Someone stole my book bag and the calculator was inside of it. It had the name "MARC WINDHEIM" carved into the front of it so I don't even know if it was ours or not.

I can't really think of any good uses for a cell phone in class. Like you, I used my TI-83 for games during class (was nice back then, but I wouldn't recommend it), and that was an educational tool, unlike a cell phone. I think they would be a huge distraction without any educational benefit. Even in the case of an emergency, teachers have a direct line to the front office (at least they used to, and I assume they still do). I think that if I were teaching, I would require that they all be turned off completely.
