The NFL doesn’t endorse (or require players to wear) helmets that are supposed to be better at preventing concussions because they don’t want to be liable if the player still gets a concussion. This leads to many players being underprotected, or paying out of their own pocket (which most should do anyway given the situation) for helmets that provide better protection.

Note: Don’t hold me to this, I’m not 100% sure about it.
